I have Really skinny wrists. Can I make them bigger and does it mean that I will have small arms too?

Yes and no. Your wrist size is determined by your genetics. Your joint thickness will increase with training but the process is quite slow and you shouldn't count on it to make your wrists look like they've bee stolen from Rambo.
At the same time you will have harder time developing mighty forearms than someone with 8-inches wrists but this does not mean that you should give up. The goal of bodybuilding and training in general is to be the best you can be - not to look like everybody else or be anybody else.
The fact that you have small wrists should not discourage you at all. You can develop rock solid arms and forearms that will be even more impressive thanks to the visual illusion created by your small bones. If you take truck tyres and put them on your car they will look big. The same with you muscles - if you put meat on small bones it creates the illusion that your muscles are bigger.
Many people used to believe that your arm size is determined by your wrist size. There is absolutely no logic in that. Yes, a person with 8-inches wrists will always have better potential for arm growth but his arm girth will be due to the fact that he has larger bones and a person with 6-inches wrists and 17- inches arms will have arms looking like 20-inches pythons on a guy with 8-inches wrists. There are plenty of people who have proven that the stupid wrist formulas can be broken and only cause psychological limitations by lowering your expectations.
The only one that can stop you from making progress is you. Forget about genetics and everybody else and work harder. The gains will come and you will laugh at everybody else bitching about his/her wrists. Fighting hard in the right direction is what makes you go forward.
